It would be an XML dump.

I guess a web browser could be used as the offline reader if the components
were also downloaded to the users machine.

I think replies would go back up via ftp, maybe a modified binkp protocol.
As a bunch of messages (msg.xml) inside of a packet (pkt.xml)

And a telnet interface could be written to access the backend server...if
someone wants to jump on that.
