Why? You're missing the most critical part of your question. How did you configure the TCP/IP settings on the Windows PCs? Did you create a HOSTS file in C:\WINDOWS? Did you create an LMHOSTS file in C:\WINDOWS? Can you do the following from a Command Window prompt: (a) ping the other PC? (b) ping the IP address configured on the same PC? (c) ping to 127.0.0.1? (d) which of the above can you do from which PC? IF all of the above works, have you tried to do a "Find Computer"? Are both PCs in the same workgroup?
