Confirmed here Martin.  I get, probably, precisely the same as  
you've found.

The slight difference being that in my case, I fired it up as an  
absolute "newby" - i.e. I didn't use the Commandline switch.  It  
then, on start-up offered me the choice of Language, showing a  
default "D" which I changed to "E", which was accepted.

I then did a partial config and then Quit.
On the re-start, I then went into Config/Options/Language when I  
accepted the Deutsch offering and OXP accepted that choice OK.
When then attempting to change back to English, I got the same  
"No language files found?!" warning :((

I've not tried it yet - *but* - could it be possible that a SET  
command is needed in the DOS Autoexec.bat file, and/or the Win32  
OXP's directory needs to be in the Path statement ??

Alternatively, for the pure plug 'n play Win9x folks - could it  
be a case of Registry changes being needed ??
