The command to start the DHCP client manually is dhcpclnt lanX, replace
lanX with the lan number of your adapter.  (Or at least it used to be with
TCP/IP 4.02t: it seems to have changed to dhcpstrt for TCP/IP 4.1....) 
Unfortunately, I found that OS/2 DHCP client didn't install proper routing
tables, so since I generally don't let the lease on my IP address run out,
I just assume it's going to be the same each time and configure the adapter
to use that address directly instead of using the DHCP client.  eg. my IP
is 24.108.2.212 at the moment, so I tell TCPCFG that that's what the NIC's
address is and let it play with that all the time, rather than telling it
to configure it itself.
