Probably because their old arena is getting much bigger crowds in Hartford
than the Hurricanes are in Carolina.  With a minor league team.
Owners of the major sports are fools to take the quick money now with
expansion.  Not when they give up the power to move (or threaten to move) to 

more profitable city later.
