Hi COLIN,
Yes, it is the same letter.  However, technically "w" is more accurate.
"V" is a more German phenomenon.  That's why the King James translated YHWH
as "Jehovah."  It was due to German influence.  The Masoretes gave the same
vowel pointings which fit the word "adonai" which had three vowels, also
leading to the confusion which produced "Je-ho-vah."  Since the Masoretes
always said "adonai" in place of the tetragrammaon.  That is why our
Messianic brethren also leave out the vowels in G_D, etc.
I tend to go with the "w" most of the time because that is the opinion of
most scholars.  However, the "v" is definite possibility.
