I'd start with a Rem XB40 single shot action.  It's VERY rigid and beds like 
a dream.  My second choice action is the Rem 788 (.308 size) with the Rem 700 
action a close third.
As you've probably guessed, I'm not a fan of the Win 70 action or the Mauser 
98 because the cylindrical form of the Remingtons bed so much more reliably.
