Having confronted Dr. David, Bob Eldred, International Man Of Mystery, 
exclaimed:

     But Arizona is closer to California than Texas, and Phoenix's 
nearest neighbouring NBA franchises are the two L.A. teams. The Suns 
must have vetoed a move at the time of expansion.  It might well be due 
to travel costs, assuming the schedule is unbalanced in favour of 
divisions and is not conference balanced which would make everything a 
moot point since a change then would not assist the Grizzlies in any 
way.
