State recognized groups are probably irrelevant. Under the U.S.
Constitution, no state can enter into a treaty with another nation,
so while a state can recognize a group as "Indian," it can't do
anything else except to give them minority status in order to
receive state welfare.
There are too many governments too fool with. It's silly, really.
You finish kissing one level of butt when you discover you've got to
start kissing the next level only to find that you're getting
nowhere. It's probably far easier to drag a mountain with your
teeth.
I've got to go...one of my cats has decided my lap has been empty
long enough and has jumped up in it. He's pushing the keyboard
away. Obviously, he's decided I've spent enough time on the
computer.
