That looks to be the truth of the matter.  It wouldn't be so bad if I knew what LATIN-1 actually is.  IANA has it listed as some MS 3.1 thingy that when searched yeilds no real results, not even from MS.  I am guessing MS just listed it as a place holder on all things LATIN-1, whatever it means ... if anything.

Oh well, I tried.  I think I'll stick with utf8 no matter what and leave the bullshit to the DOS-think developers to duke it out for dominance over all obsolence and other abandonware.  :::snicker:::
