subject: State-recognized tribes

I am curious as to people's feelings and thoughts regarding tribes that are
recognized by the state only. Surely we are all aware of the dubious nature
f
some of these, but in general; a positive step toward full recognition, or a
muddying of an already unclear political situation?
I understand that the controversial (and somewhat questionable) Georgia
Cherokee Confederacy, one of several state-recognized Cherokee tribes, has
applied for federal recognition. They've probably done it numerous times
before, as have hundreds of other groups.
Anyone have thoughts on this?
