Your tosser writes a netmail packet or echomail bundle, and then your mailer transfers them to your links. It is important that the mailer wouldn't start the transfer while the tosser is writing, therefore the tosser creates a busy flag to tell the mailer not to start the transfer. When the tosser finishes writing, it deletes the flag. After that the mailer creates a busy flag to tell the tosser not to add any messages to the bundle or to the netmail packet and after creating the flag it starts transferring the files. It deletes the flag after the transfer is finished.

So the tosser attempts to exclusively open the flag before it starts tossing for a link. If the mailer has already opened the flag, the attempt failes and the tosser knows that the link is busy.
