You maybe interested in a file that recently came to me via the German File
Distribution (GFD) network.  

File:  GCCINST.ZIP

The description is that it is an updated install.cmd for GCC321.ZIP package.

I haven't executed this revised command file, but it looks like it solves
the two issues I hit.  The GCC321.ZIP install.cmd file (a) could not
install in the root directory of a partition, and (b) failed to put the
\emx\make directory into needed search paths.  Looks like this edition
solves those two issues.  Don't know if it helps in other ways.....  (i.e.
the installed emx 0.9d GCC command prompt.  I'm not wanting to test very
soon since I'm currently dependant on the EMX installed via the previous
install without reconfiguring and re-booting the system....

Any way....  Thought you might like to know.
