This was intentional, according to Microsoft, because "RTF is a
universal format that can be read by nearly any word processor,
even those not made by Microsoft," and "RTF is not susceptible
to some viruses that can infect 'Word' files."
Microsoft has released free "converter" programs that fix this.
You can get them from their web site (http://www.microsoft.com).
