In many ways yes, but a whole lot more - if you consider how superior TP/BP is
to standard Pascal - then you have an idea how much better Delphi is to VB :-]
Benefits over VB include:
Standalone Exes (NO DLL required)
Full API Access - go as low as you like
Object Pascal (sort of a BP8) as your language
Able to create DLLs (and OCXs in Delphi 2)
It is definitely my language of choice :-]
