Hmm, we're bumping into each other all over the place, aren't we?
I use QmodemPro, a successor to Qmodem.  It uses QMPRO.xxx instead of
QMODEM.xxx for many of its files, but the following probably applies
anyway.
The BEW file is a list of other files to be uploaded as a batch.  It
gets created a couple of ways when you create such a list.  I suppose
it could get deleted when you upload a single file at a later time,
but the QMpro book doesn't say anything about that.
My system has a QMPRO.BEW from 1995 that never got deleted.  (Until I
researched this answer, I didn't even know it got created!)
Maybe you have your account set up to do batch uploads by default and
Qmodem is telling you there's no list of files to upload?
