Had countless hours with USR on my problem. I could connect with
any BBS with the 28.8 *.pdf modem string except one. Of course
that was the BBS that was my main source. Once I got to tech level
3 at USR they gave me this string that solved all my problems.
 
AT&F&B1&H1&L0&R2&A3&K3X4S54=96
 
I think the S54=96 helped my problem.  Don't ask me what it is
it just helped. :-)
