The county landfill here has a list of things that are taboo (computer monitors, among other things). There's a recycling outfit up in Council Bluffs (50+ miles) that will take such things - for a pretty stiff fee. Other than maintaining a list of what they don't want in the landfills I don't know what provisions are made for disposal of the things that are on the list. When the pickup/disposal fees get up there a lot of illegal dumping occurs in rural areas.
