Aren't there any dairy farms in El Cajon, California?

In cow country the local phone line is the top strand on the barbed wire,
usually not barbed itself and is used by the 'wildlife' to relieve them of
their itches, etc.  That's what Mark is talking about, and, it was a joke
BTW.
