There's probably some lowlevel way to do it, but try CheckBreak := False;.

That *will* stop the user from being able to ^Break out of anywhere except
compiled from the IDE.

I can't think of a way to make you unable to break out from IDE
compilation, but that's generally fairly useful anyway. :)
