Actually, just on this, BinkP (the protocol) is already IPv6 compatible. 
The BinkP spec doesn't actually require TCP/IP either (which is why having
a "BNP" nodelist flag is/was a bad idea).

From FSP-1011.003:

   Binkp is a Fidonet session layer protocol intended for use over
   data transparent bi-directional channels with reliable
   transmission. There are no other requirements for the service
   provided by the underlying protocol suite. Presentation and
   application layer protocols are not discussed here.

This would explain Tobias Ernst's (I think) addition to the protocol of a
CRC-32 extension to enable use of BinkP over unreliable connections,
although AFAIK he only patched the BinkD mailer which is written to work
only over reliable TCP connections, so the rationale behind that is still a
bit of a mystery to me.
