If your in-law's house is at the edge of the country now, it will be
in-town in 10 years or so.  I'd build where you are and have the
availability of the scope right there.  You will also soon have a second
scope and you can put that at your in-laws if you really desire.  Who
knows, maybe they will start using it in addition to your usage but still
I'd rather have the scope where I can get ahold of it.
