I am trying to setup afp file saring from a raspberrypi (2b) running the latest
buster.  I need to setup password using afppasswd, but afppasswd does not exist
on my pi.  I installed netatalk using 'sudo apt install netatalk'.  And
multiple times using '
sudo apt install --reinstall netatalk' to no avail.  afppasswd does not exist
in any bin/sbin file.  In stretch it existed in /usr/local/bin, but buster
doesn't have anything in /usr/local.  In any event where would the password
file be if I ever get 
netatalk working?

I need to use uams_randnum.so which needs a password text file.
