No solvent would remove
them. They are not scratches, but look like a residue, except that they
won't clean off. I can't feel them with finger or fingernail. I'm about
to see if polishing will remove them, but has anybody experienced this
before?

The CeO2 binds to the glass. It will polish off quickly.
