The Bus speed is not the speed of communications for the IDE interface. Check 
the specifications for the IDE controller and see what speed it will go to. If 
the m/b is less than a year old it should go to 133 but older boards can be as 
low as 33 or 66.  If it is the later you can download a utility from the 
seagate web site that will reduce the speed of the drives.

Leave all this set to the default for the moment, get the IDE and drives 
sorted first.
