Greets
  Retail box almost always includes hs/fan combo. In fact my FX-57 came
with a really decent, all copper
mirror--finished and heat pipe enabled heat sink plus fan though I replaced
that standard quality fan with a ThermalTake high performance, variable
speed fan which performs up in "Zalman territory" with either
"Cool 'N Quiet", bios target temp or "Speedfan" and
equivalents with the exception of certain special units.  So not only do
AMD cpus come with "cooling solutions", they are above average
recently.  OEM units come barebones
