I think you mean "APC" rather than "APS". Yes, Sam's
Club and Costco 
have better prices than the other stores' *regular* prices on *similar* 
APC products. BUT (a) the SAM's Club (and maybe also the Costco) ones 
often have fewer outlets than the others; (b) When Best Buy, Staples, 
etc. put the APC ones on sale, the prices usually beat the SAM's Club 
prices.

The most recent UPS I bought is a "Geek Squad" (Best Buy store brand, a 
relabeled CyberPower unit). It has 9-pin serial and USB connections but 
came only with a USB cable. The only two OS/2 / eCS UPS utilities I've 
been able to find don't talk to it, and I don't know what the 
configuration of the necessary serial cable is. If it were a real 
CyberPower, I would have been able to have them send me the right serial 
cable.
