The thing here is that the 1/4 wave is the minimum that the very
conservative spec is trying to meet. When people are doing 1/10th wave or
better optics with plate glass (not really annealed at all to any
particular spec) and the glass stays that way, anything reesmbling fine
annealing is more than good enough to do whatever you need to do.
