Keep in mind that numbers in the range of 1/100 wave or smaller in regards
to Plop results probably refers to RMS deformation, not P-V.  VERY roughly
speaking, 1/120 wave RMS is equivalent to 1/20 wave P-V.  A number of ATM's
have made mirrors that are reasonably well documented to be good to 1/20
P-V on the test stand.  Therefor, wanting a cell at least as good can be a
reasonable goal.
