I hazily recall some stories on this several years ago and speculation it
was the Syrians doing it although Iraq or Iran would be equally viable
candidates IMO.

Someone in the region has all the right presses, paper, etc.  I remember
the stories said the bogus cash was outstanding quality - virtually
indistinguishable from the real stuff without a lab analysis.
