You can get the distribution from cc.utah.edu  .  You alos need to ftp
the program DECOMPRESS.EXE since the emacs dist is compressed.  Transfer
them both in binary mode.  There are complete instructions in the distribution
for setting it up.  The only thing it doesn't have is a canned handler for
flow control.  If you don't have one, let me know and I will send you ours.

btw, the uncompressed emacs dist file is a standard VMS backup save set.
get the file README to find out how to decompress it.
