Not much reason or logic.  The story I have heard is that the bozos at DEC
were so incredibly stupid as to actually call the matter to the Feds'
attention and ask them whether exporting crypt(1) and friends was all right.
After a lot of confusion, the answer was -- predictably -- "no".
